Iknow，Mr.Chairman，thatthishighlyindicativeprizehasnotbeengrantedtomeandmypartners，Israel''''sPrimeMinisterYitzhakRabinandForeignMinisterShimonPeres，tocrownamissionthatwehavefulfilled，buttoencourageustocompleteapathwhichwehavestartedwithlargerstrides，deeperawareness，andmorehonestintentions.Thisissowecantransfertheoptionofpeace，thepeaceofthebrave，fromwordsonpapertopracticesontheground，andsowewillbeworthyofcarryingthemessagethatbothourpeoplesandtheworldandhumanconsciencehaveaskedustocarry.LiketheirArabbrethren，thePalestinians，whosecauseistheguardianofthegateoftheArab-Israelipeace，arelookingforwardtoacomprehensive，justanddurablepeaceonthebasisoflandforpeaceandcompliancewithinternationallegitimacyanditsresolutions.

Peace，tous，isavalueandaninterest.Peaceisanabsolutehumanvaluewhichwillhelpmandevelophishumanitywithfreedomthatcannotbelimitedbyregional，religiousornationalrestrictions.ItrestorestotheArab-JewishrelationshipitsinnocentnatureandgivestheArabconsciencetheopportunitytoexpress—throughabsolutehumanterms—itsunderstandingoftheEuropeantragedyoftheJews.ItalsogivestheJewishconsciencetheopportunitytoexpressthesufferingofthePalestinianpeopleswhichresultedfromthishistoricalintersectionandtofindanechoforthissufferinginthepainedJewishsoul.Thepainedpeoplearemorecapablethanothersofunderstandingthesufferingofotherpeople.

Peaceisaninterestbecause，inanatmosphereofjustpeace，thePalestinianpeoplewillbeabletoachievetheirambitionsforindependenceandsovereignty，todeveloptheirnationalandculturalexistencethroughrelationsofgoodneighborliness，mutualrespect，andcooperationwiththeIsraelipeople.PeacewillenabletheIsraelipeopletodefinetheirMiddleEastidentityandtoenjoyeconomicandculturalopennesstowardtheirArabneighbors，whoareeagertodeveloptheirregion，whichwaskeptbythelongwarfromfinditsrealpositionintoday''''sworldinanatmosphereofdemocracy，pluralism，andprosperity.

Aswarisanadventure，peaceisalsoachallengeandagamble.Ifwedonotfortifypeacetostandagainststormsandwind，andifwedonotsupportitandstrengthenit，thegamblewillthenbeexposedtoblackmail，perhapstofall.Therefore，Icallonmypartnersinpeaceonthishighplatformtoexpeditethepeaceprocess，achieveearlywithdrawal，pavetheroadforelections，andtomovetothesecondstageinrecordtime，sothatpeacewillgrowandbecomeafirmreality.

Wehavestartedthepeaceprocessbasedonlandforpeace，onUNResolutions242and338，andontheotherinternationalresolutionscallingforachievingthelegitimaterightsofthePalestinianpeople.Whilethepeaceprocesshasnotyetreacheditstarget，thenewatmosphereofconfidenceandthemodestachievementsofthefirstandsecondyearofthepeaceprocessarepromising.Therefore，thepartiesareurgedtoabandontheirreservations，facilitatemeasures，andachievetheremaininggoals，foremostofwhicharetransferringpowersandtakingstepstowardanIsraeliwithdrawalintheWestBankandthesettlements.Thiswillfinallyleadtoacomprehensivewithdrawalandwillenableoursocietytobuilditsinfrastructureandutilizeitsstatus，heritage，knowledgeandawarenesstoformulateournewworld.

Inthiscontext，IcallonRussiaandtheUnitedStates，sponsorsofthepeaceprocess，toacceleratethestepsofthisprocess，totakepartinitsformulationandtoovercomeitsobstacles.IurgeNorwayandEgypt，intheircapacityashoststothePalestinian-Israeliagreement，tocontinuetheirgoodinitiative，whichstartedfromOsloandreachedWashingtonandCairo.Oslo，aswellasthenamesoftheotherstatesthathavebeenhostingthemultilateraltalks，willremainshiningnameslinkedtothepeaceofthecourageous.Ialsourgeallcountries，foremostofwhicharethedonorcountries，tomaketheircontributionsquicklytoenablethePalestinianpeopletoovercometheireconomicandsocialproblems，torebuildthemselvesandtoestablishtheirinfrastructure.Peacecannotgrowandthepeaceprocesscannotbeentrenchedunlesstheirnecessarymaterialconditionsaremet.

Ithenurgemypartnersinpeacetoviewthepeaceprocessinacomprehensiveandstrategicway.Confidencealonecannotmakepeace，butonlyrecognizingtherights，togetherwithconfidence，canmakepeace.Encroachingonrightsgeneratesasenseofinjustice，keepsthefireundertheashes，andwillpushpeacetoadangerouspointandtowardquicksandthatmaydestroyit.Weviewpeaceasastrategicoption，ratherthanatacticaloptioninfluencedbytemporarycalculationsoflossandprofit.Thepeaceprocessisnotonlyapoliticalone，butalsoanintegratedprocessinwhichnationalawarenessandeconomic，scientificandtechnologicaldevelopmentplayanimportantrole.Theinteractionofcultural，socialandcreativeelementsalsoplaybasicrolesinstrengtheningthepeaceprocess.

IviewallthisasIrecallthedifficultpeacemarch，inwhichwehavecoveredonlyashortdistance.Weshouldhavecourageandmoveasfaraspossibletocoverthegreaterdistancebasedonjustandcomprehensivepeaceandtoabsorbthestrengthofcreativitywhichiscontainedinthedeeperlessonofpeace.

Aslongaswehavedecidedtocoexistandliveinpeace，thenweshouldcoexistonasolidbasisthatcanlastthroughalltimeandthatisacceptabletothefuturegenerations.Inthiscontext，fullwithdrawalfromtheWestBankandtheGazaStriprequiresdeepdiscussionsaboutthesettlementsthatcutthroughgeographicandpoliticalunity，preventfreemovementbetweentheareasoftheWestBankandtheStrip，andcreatehotbedsoftensionthatconflictwiththespiritofpeace，whichwewanttobefreeofanythingthatspoilsitspurity.

AsforJerusalem，itisthespiritualhomeofChristians，MuslimsandJews.ToPalestinians，itisthecityofcities.TheJewishshrinesinthecityareourshrines，thesameastheIslamicandChristianshrines.SoletusmakeJerusalemaninternationalsymbolofthisspiritualharmony，thisculturalbrightness，andthisreligiousheritageofhumanityasawhole.

Thereisanurgenttaskthatactivatesthepeacemechanismandenablesittoovercometheproblemthatistroublinghearts，thequestionofprisoners.Itisimportanttoreleasethemsosmilescanreturntotheirchildren，theirmothers，andtheirwives.Letustogetherprotectthislittlebabyfromthewinter''''swinds，andletusprovideitwiththemildandhoneyitdeservesinthelandofmilkandhoneyinthelandofSalim，Ibrahim，Isma''''il，andIshaq—theholyland，thelandofpeace.
