Onthissplendidmoonlitnightinmid-autumn,aswegatherinthebeautifulcityofShanghai,locatedonthecoastoftheEasternSea,letme,onbehalfoftheChinesegovernmentandpeople,extendawarmwelcometothefriendswhohavecometotakepartinthe’99FortuneGlobalForum,whichissponsoredbyTime-WarnerGroupInc.

Thisforum’sthemeis"China:thenext50years."Chinaisalargedevelopingsocialistcountry,anditsfuturedevelopmentwillnotonlydirectlyaffectthefutureoftheChinesepeople,butwillalsohaveimportantimpactonthedevelopmentandprogressofAsiaandtheworld.

Overthepasthundred-oddyears,theChinesepeoplehavegonethroughstormandstress,andinthecourseofvigorousstruggletheyhaveaccomplishedagreathistorictransformation.NewChina’s50yearsofdevelopmenthaveresultedinaccomplishmentsthathaveastonishedtheworld.

Onlysixyearsago,inthisLujiazuiDistrictofShanghai’sPudongarea,wherewearegatheredthisevening,therewereonlyrun-downhousesandfarms.Nowitisavibrantmodernfinancialandbusinesszone,fullofhighrisebuildings.Overfiftyyearsago,IwasinShanghaiattendinguniversity.Atthattime,Ihadadeepsenseofthepoverty,backwardnessandfeeblenessoftheoldChina.ItwasthenthatIdecidedtodevotemyselftothenobletaskofbuildinganindependent,free,democratic,unified,richandpowerfulNewChina,andIhavebeenstrugglingforthattothisveryday.Fourteenyearsago,IbecamemayorofShanghaiandexperiencedtheprocessofreform,opening-upandmodernizationinthis,China’sbiggestcity.I’msurethatallofyouhaveseenwithyourowneyestheconstantandunceasingtransformationofShanghai.ThegrowthofShanghaiisonereflectionoftheenormouschangestakingplaceinChina.

Inthefirst50yearsofthe20thcentury,theChinesepeoplemadeunflaggingeffortstochangethetragicfatethathadbeentheirseversincetheOpiumWar.Afterarduousandvaliantstruggle,theyfinallyendedtheirsemi-colonialandsemi-feudalhistory,wonindependenceforthenationandfreedomforthepeople,andfoundedthePeople’sRepublicofChinaundertheleadershipoftheCommunistPartyofChina.

Inthelatterhalfofthe20thcentury,relyingontheirownefforts,theChinesepeoplewentallouttomaketheircountrystrong,andbegansocialistconstruction.OnthepooranddeprivedfoundationofoldChina,theybuiltarelativelycompleteindustrialstructureandnationaleconomicframework,raisingthelevelsoftheirculturalandmateriallivessignificantly.Chinastartedmarchingforwardsteadilytowardprosperity.Now,theChinesepeopleareconfidentlytakingtheroadtothefuture,theroadofsocialismwithChinesecharacteristicspioneeredbyComradeDengXiaoping.ThesehistoricinitiativesoftheChinesepeoplehavefundamentallytransformedthetragicfateofmodernChina,andtheyarealsogreatcontributionsmadebytheChinese

peopletothecauseofhumanprogress.

Atthismomentintime,whenweareabouttostepintothe21stcenturyandlookaheadattheprospectsforthenext50years,wearefilledwithconfidence.TheChinesepeoplewillfirmlyandunswervinglyfollowthepathofreformandopening-up.Ourgoalistorealizemodernizationbythemiddleofthecomingcentury,tomakeourcountryawealthy,strong,democraticandcivilizedmodernsocialistcountry,andtoachievethegreatrevivalofthe

Here,IwouldliketospeaktoyouaboutsomebasicvaluesoftheChinesepeople.Withoutanunderstandingofthese,itisdifficulttomakesenseofpresentandfutureeventsinChina.

TheChinesepeoplehavealwaysrespectedthedignityandworthofhumanbeings.TheCommunistPartyofChinaledthepeopleinrevolution,constructionandreformfortheverypurposeofrealizingfreedom,democracyandhumanrightsforallthepeopleofChina.ThegreatvitalitydisplayednowadaysinChinavividlydemonstratesthetremendousspacethattheChinesepeoplehavetofreelyanddemocraticallyexercisetheircreativity.Chinahasapopulationofover1.2billion,butitssocialproductionisstillnotwelldeveloped,andwemustfirstandforemostsafeguardthepeople’srightstosurvivalanddevelopment;otherwisewecannotevenbegintotalkaboutotherrights.ThefactthatChinahasassuredtherightstosurvivalanddevelopmentofover1.2billionpeopleisamajorcontributiontothecauseoftheprogressofhumanrightsallovertheworld.TheChinesepeopleadvocatethecloseinterlinkingofcollectivehumanrightswithindividualhumanrights,ofeconomic,socialandculturalrightswithcitizens’politicalrights.ThisistheroadwemusttakeforthecauseofpromotinghumanrightsinlightofChina’snationalconditions.

TheChinesepeoplehavealwaysinsistedonindependence.Theycherishtherightsofindependencethattheyhavewonoveralongperiodofstruggle,andtheyresolutelyupholdtherightofallpeopletoenjoytheserights.Wealsobelievethateverycountryhastherighttochoosethesocialsystem,ideology,economicsystemandpathofdevelopmentthatsuititsnationalconditions.Countrieswithdifferentsocialsystemsshouldrespecteachother’ssovereigntyandterritorialintegrity;theyshouldtreateachotherasequalsandcoexistpeacefully.Weopposeanyeffortsbyanycountrytoimposeitsownsocialsystemandideologyonanothercountry.

TheChinesepeoplehavealwayslovedfreedomandpeace.TheChinesepeoplehavesufferedgreatlyfromwarsandinvasionsinmoderntimes,andtheyfeeldeeplyhowpreciouspeaceis.Asitengagesinmodernization,Chinaneedsapeacefulinternationalenvironment.Wehopethatallpeoplewillbeabletoliveinaworldwithoutwarandwithoutviolence.Chinacarriesoutaforeignpolicywithpeaceasitsgoal,andresolutelyopposesanyactsthatendangerworldpeace.China’sdevelopmentdoesnotposeathreattoanyone,instead,itwillonlyhelptoadvanceworldpeace,stabilityanddevelopment.ItistheChinesepeople’ssolemnpromisetotheworldnevertoseekhegemony.

TheChinesepeoplehavealwaysprizednationalunity.TosafeguardtheunityofthemotherlandisthefirmaspirationoftheentireChinesepeople.HongKonghasalreadyreturnedtothemotherland;MacaowillreturnonDecember20thisyear.ItiscertainthattheTaiwanquestionwilleventuallyberesolved.Nocountrywillallowitsownterritorytobesplitoff,norwillitallowanyforeignforcetocreateorsupportsuchasplit.OurguidelineforsolvingtheTaiwanquestionis"peacefulreunificationandonecountry,twosystems."InresolvingtheTaiwanquestion,wewillnotundertaketorenouncetheuseofforcepreciselyforthepurposeofbringingaboutapeacefulresolutionoftheTaiwanquestion.TheChinesepeoplehaveboththedeterminationandabilitytoachievethecompletereunificationoftheirmotherland.TheseriesofrecentsevereearthquakesthatoccurredintheregionofTaiwanweightheavilyontheheartofeveryoneinChina.IwouldliketotakethisopportunitytoagainexpressprofoundcondolencestoourcompatriotsinTaiwanwhohavesufferedfromtheearthquakes.

Theworldisacolorfulandvariedone.Thepeopleofeachcountryfollowthepathofdevelopmenttheyhavechosenforthemselvesandpursuetheirownideals.ThisisanIinevitabledemandandbasiccriterionfortheprogressofhumancivilizationandworlddemocracy.Itisthereforeanunstoppabletideofhistory.Webelievethatthedifferentsocialsystemsthatexistintheworldandthedissimilaritiesinpoliticalbeliefsshouldnotbeusedasobstaclestothevariouskindsofnormaleconomicandtechnologicalcooperationandexchange.Allyoubusinessleaderstonightareoutstandingachieversinyourrespectivefields.Youhaveawealthofsuccessfulexperiencesandstrategicvision.SetyoureyesonChina.Chinawelcomesyou.China’smodernization

needsyourparticipation,andChina’seconomicdevelopmentwillalsoofferyoutremendousopportunities.IhopethatChineseenterpriseswilllearnfromtheadvancedexperiencesofforeignenterprises.Theymustgooutandtemperthemselvesinthewindsandstormsofeconomicglobalization,andbuilduptheirowncompetitiveness.TheChinesegovernmentwilloffergoodtermstoandcreateabetterenvironmentforforeignenterprisesinvestinghere.

China’sdevelopmentandthatofothercountries,thedevelopmentoftheSouthandthatoftheNorthintheworldareallinterlinkedandcomplementary.Theyshouldstepupexchangesandcooperationonthebasisofequalityandmutualbenefit.TheChinesepeoplehopetoleadpeacefulandhappylives,andalsohopethatthepeopleofothercountrieswillenjoypeacefulandhappylives.Thepeopleofallcountriesshouldstrivehandinhandtoovercomeallthechallengestohumansurvival,protecttheecologicalenvironment,narrowthegapbetweenrichandpoor,buildajustandrationalinternationaleconomicorder,andachievecommondevelopmentanduniversalprosperity.Thedevelopedcountriesshouldassumemoreresponsibilitiesinthisregard,andthedevelopingcountriesshouldconstantlyseektodobetterforthemselves.

Thehumanracehasreachedanotherhistoricmoment---theturnofacenturyandachangeofmillennium.Theinitiativeliesinthehandsofthepeopleofeachcountry.Letusmakeajointeffortforthenoblecauseofadvancingpeaceandhumanprogress!IstronglybelievethatChinawillhaveabettertomorrowandthattheworldwillhaveabettertomorrow.
