Twenty-eightyearsagoIwasrunningforpresident,andIsaidthen,"IwantagovernmentasgoodandashonestandasdecentandascompetentandascompassionateasaretheAmericanpeople."Isaythisagaintonight,andthatisexactlywhatwewillhavenextJanuarywithJohnKerryaspresidentoftheUnitedStates.

Asmanyofyouknow,myfirstchosencareerwasintheUnitedStatesNavy,whereIservedasasubmarineofficer.Atthattime,myshipmatesandIwerereadyforcombatandpreparedtogiveourlivestodefendournationanditsprinciples.

Atthesametime,wealwaysprayedthatourreadinesswouldpreservethepeace.Iservedundertwopresidents,HarryTrumanandDwightEisenhower,menwhorepresenteddifferentpoliticalparties.Bothofwhomhadfacedtheiractivemilitaryresponsibilitieswithhonor.

Theyknewthehorrorsofwar,andlater,ascommanders-in-chief,theyexercisedrestraintandjudgmentandhadaclearsenseofmission.Wehadconfidencethatourleaders,militaryandcivilian,wouldnotputoursoldiersandsailorsinharm''''swaybyinitiating"warsofchoice"unlessAmerica''''svitalinterestswereendangered.

Wealsoweresurethatthesepresidentswouldnotmisleaduswhenitcametoissuesinvolvingournation''''ssecurity.Today,ourDemocraticpartyisledbyanotherformernavalofficer—onewhovolunteeredformilitaryservice.Heshowedupwhenassignedtoduty,andheservedwithhonoranddistinction.

Healsoknowsthehorrorsofwarandtheresponsibilitiesofleadership,andIamconfidentthatnextJanuaryhewillrestorethejudgmentandmaturitytoourgovernmentthatissorelylackingtoday.IamproudtocallLieutenantJohnKerrymyshipmate,andIamreadytofollowhimtovictoryinNovember.

Asyouknow,ourcountryfacesmanychallengesathomeinvolvingenergy,taxation,theenvironment,education,andhealth.Tomeetthesechallenges,weneednewleadersinWashingtonwhosepoliciesareshapedbyworkingAmericanfamiliesinsteadofthesuper-richandtheirarmiesoflobbyists.ButthebiggestreasontomakeJohnKerrypresidentisevenmoreimportant.Itistosafeguardthesecurityofournation.

Today,ourdominantinter世界秘書網(wǎng)版權(quán)所有nationalchallengeistorestorethegreatnessofAmerica—basedontellingthetruth,acommitmenttopeace,andrespectforcivillibertiesathomeandbasichumanrightsaroundtheworld.Truthisthefoundationofourgloballeadership,butourcredibilityhasbeenshatteredandweareleftincreasinglyisolatedandvulnerableinahostileworld.Withouttruth—withouttrust—Americacannotflourish.Trustisattheveryheartofourdemocracy,thesacredcovenantbetweenthepresidentandthepeople.

Whenthattrustisviolated,thebondsthatholdourrepublictogetherbegintoweaken.After9/11,Americastoodproud,woundedbutdeterminedandunited.Acowardlyattackoninnocentciviliansbroughtusanunprecedentedlevelofcooperationandunderstandingaroundtheworld.Butinjust34months,wehavewatchedwithdeepconcernasallthisgoodwillhasbeensquanderedbyavirtuallyunbrokenseriesofmistakesandmiscalculations.UnilateralactsanddemandshaveisolatedtheUnitedStatesfromtheverynationsweneedtojoinusincombatingterrorism.

LetusnotforgetthattheSovietslosttheColdWarbecausetheAmericanpeoplecombinedtheexerciseofpowerwithadherencetobasicprinciples,basedonsustainedbipartisansupport.Weunderstoodthepositivelinkbetweenthedefenseofourownfreedomandthepromotionofhumanrights.Recentpolicieshavecostournationitsreputationastheworld''''smostadmiredchampionoffreedomandjustice.Whatadifferencethesefewmonthsofextremismhavemade!

TheUnitedStateshasalienateditsallies,dismayeditsfriends,andinadvertentlygratifieditsenemiesbyproclaimingaconfusedanddisturbingstrategyof"preemptive"war.Withouralliesdisunited,theworldresentingus,andtheMiddleEastablaze,weneedJohnKerrytorestorelifetotheglobalwaragainstterrorism.

Inthemeantime,theMiddleEastpeaceprocesshascometoascreechinghaltforthefirsttimesinceIsraelbecameanation.Allformerpresidents,DemocraticandRepublican,haveattemptedtosecureacomprehensivepeaceforIsraelwithhopeandjusticeforthePalestinians.TheachievementsofCampDavidaquartercenturyagoandthemorerecentprogressmadebyPresidentBillClintonarenowinperil.

Instead,violencehasgrippedtheHolyLand,withtheregionincreasinglysweptbyanti-Americanpassions.Elsewhere,NorthKorea''''snuclearmenace—athreatfarmorerealandimmediatethananyposedbySaddamHussein—hasbeenallowedtoadvanceunheeded,withpotentiallyominousconsequencesforpeaceandstabilityinNortheastAsia.Thesearesomeofthepricesofourgovernment''''sradicaldeparturefromthebasicAmericanprinciplesandvaluesespousedbyJohnKerry!

Inrepudiatingextremismweneedtorecommitourselvestoafewcommon-senseprinciplesthatshouldtranscendpartisandifferences.First,wecannotenhanceourownsecurityifweplaceinjeopardywhatismostprecioustous,namely,thecentralityofhumanrightsinourdailylivesandinglobalaffairs.Second,wecannotmaintainourhistoricself-confidenceasapeopleifwegeneratepublicpanic.Third,wecannotdoourdutyascitizensandpatriotsifwepursueanagendathatpolarizesanddividesourcountry.Next,wecannotbetruetoourselvesifwemistreatothers.Andfinally,intheworldatlargewecannotleadifourleadersmislead.

Youcan''''tbeawarpresidentonedayandclaimtobeapeacepresidentthenext,dependingonthelatestpoliticalpolls.Whenournationalsecurityrequiresmilitaryaction,JohnKerryhasalreadyproveninVietnamthathewillnothesitatetoact.Andasaprovendefenderofournationalsecurity,JohnKerrywillstrengthentheglobalallianceagainstterrorismwhileavoidingunnecessarywars.

Ultimately,theissueiswhetherAmericawillprovidegloballeadershipthatspringsfromtheunityandintegrityoftheAmericanpeopleorwhetherextremistdoctrinesandthemanipulationoftruthwilldefineAmerica''''sroleintheworld.
